= "Do you not wonder at those people who were given a portion of the Book so that they would call to (refer to) the Book in giving judgement (on a case) among them. Then, a fraction of them turned away, refusing and they were resisting and opposing (the Rulings in the Book).".
= (After informing about the evil deeds some of the people who disbelieved, who killed the Prophets unjustly, who killed the inocent Preachers, Allah asked the Prophet s.a.w. did he s.a.w. not filled with wonder why those people who were given the knowledge of the Holy Book, the Torah so that they would call people to believe in and have Faith in the Holy Book / the Quran or the Torah and they were to make use of  the Law, Rules and Regulations in the Book, yet they had turned away refusing to adhere to the Teachings of the Quran and the Torah.
Ibnu 'Abbas r.a. reported that Allah had revealed the Holy Quran is to arbitrate "cases".between the Medinan Jews, the Nejron Christians, and the uneducated Medinans with the Prophet s.a.w.. And the Quran had passed a judgement that the People of the Books did not follow nor adhere to the True Teachings of the Holy Books.
Ibnu 'Abbas also reported that the reason this verse No, 23 was revealed was/is about the Jews in Khaibar city who had asked the Prophet s.a.w. to judge a case where there were a man and a woman had committed adultery, and they had asked the Prophet s.a.w. to impose a light sentence. The Prophet s.a.w. asked the Two of them to be stoned to death because they were married people and had committed adultery based on strong and with physical evidents. But they refused because those people who committed the adultery were of a high class people. A Jewish Clergyman named Abdullah bin Shuriya was called and to bring with him the Torah. He was asked to read out the Rules on committing adultery in the Torah. And he read it out loud. But when he came to the verse about "to be stoned" he put his hand on those words. He skipped that part and continued to read the next verse. A companian, named Abdullah bin Salam r.a., an Israelite who had embraced Islam,  saw what the Clergyman did, spoke up, "He skipped the verse, O Prophet". And lifted the hand and read the verse, "Those men and women who had been married and committed adultery, and with strong evidences that they had really committed it, are to be killed by throwing stones at them to death. If the woman were pregnant, is to wait until she gives birth to her baby.". Then, the Prophet s.a.w. asked them to be stoned. And all the Jews were very angry at the Prophet s.a.w. Thence, Allah revealed is verse No.23. {If both of them who had committed to adultery did not admit that they had done so, then the punishment could not be imposed on them. But they should repent, they must be remorseful and ask Allah for forgiveness with the intention of will never do that again.}.
Till we meet again in the next session, Insya Allah. See You all Quran Lovers later.
 Wassalamu alaikum w. w.
 Abdul Hamid Mohd Yusof Ali.
