بسم الله الرحمن الرحيم
ألسلام عليكم ورحمة الله وبركاته
My Dear Quran Lovers,
Let us continue to recite verse No. 279. Please refer to the Text :
أعوذ بالله من الشيطان الرجيم
بسم الله الرحمن الر حيم
فَإِن لَّمْ تَفْعَلُواْ فَأْذَنُواْ بِحَرْبٍ مِنَ اللهِ وَرَسُولِهِى صلى وَإِن تُبْتُمْ فَلَكُمْ رُءُوسُ أَمْوَلِكُمْ لَا تَظْلِمُونَ وَ لَا تَظْلَمُونَ (279)
= "Fa Il-Lam Taf-'a-lu~ Faa-dza-nu~ Bi Har-bim~Mi-nal-Lohi Wa Ro-su~lih. (Shly). Wa Int~Tub Tum Fa La Kum Ru-u~su Am-wa~li Kum La~Tazh-li-mu~na Wa La~ Tazh-la-mu~~~n" (279).
= "Fa" = then,  "In" (after the silent Nun is a Lam, is an Idghom Bi La~ Ghunnah, "Il-") if,  "Lam" = do not,   "Taf-'a-lu~" = you (pl.) do,  "Fa"(after it, is a Hamzah Washol, "Faa") = then,  "(A)dza-nu~" = to make known, to declare, "Bi" = to,  "Har-bin" (after the Tanwin Ba is a Mim, is an Idghom Maal-Ghunnah, "-bim~") = war,  "Mi-na" (after the above sign Nun is an Alif Lam Syamsiah, "-nal-") = from, by,  "(A)l-Lohi" (a Lafzhul-Jalalah. the Lam is Tafkhim) = The God,  "Wa" = and,  "Ro-su~li Hi" (we pause at the below sign He, is "-su~lih") = His Messenger.  (Shly) = a pause sign
"Wa" = and,  "In" (after the silent Nun is a Ta, is an Ikhfaa Haqiqi, "Int~") = if,   "Tub" (the silent Ba is a Qolqoloh Sughro) = to repent,   "Tum" (after the silent Mim is a Fa, is an Izhhar Syafawi) = you (pl.),   "Fa" = then,   "La" = for,   "Kum" (after the silent Mim is a Ro, is an Izhhar Syafawi) = you (pl.),   "Ru-u~su" = head, capital, principal,   "Am-wa~li" (an Izhhar Syafawi. After the above sign Waw is a tiny Alif denotes a Mad Ashli) = wealth, money,   "Kum" (after the silent Mim is a Lam, is an Izhhar Syafawi) = your (pl.),  "La~" = do not,   "Tazh-li-mu~na" = you (pl.) oppress,   "Wa" = and,   "La~" = are not,   "Tazh-la-mu~na" (a Mad Ashli, but we pause at it becomes a Mad 'Aridh Lis-Sukun, "-mu~~~n") = you (pl.) being oppressed.
= "But it you (pl.) do not do (it, the Commandment in the previous verse), then Allah and His Messenger  (the Prophet s.a.w.) declare war against you (pl.). But if you repent, then you can have back the capital of your wealth (loan). (Thus,) you (pl.) are not oppressing (others) nor you are being oppressed.".
=  (Those people who do not do or disobey the Commandment not to take and devour usury, whether or not they believe it is forbidden or not, then Allah and His Messenger s.a.w. and the Muslim Government declare war against them. Those who believe that taking usury is forbidden but still taking it, then they are the "Bughoh" / oppressors. And those who disbelieve the usury is forbidden and are taking it, are the "Murtad"  / apostates. The punishment for usury taking is, the Muslim Authority must first rebuke them by criticism. If they need to be caned, then cane them but when striking, the elbow must not be raised. Then lock them up  until there is a sign that they would repent. And if the usurers were of a large group with arms, then the Authority must fight and destroy them. But if they repent, and will not take usury any more in the future, they can claim back and recover the capital amount but without interest. Thus, they are not being unjust nor are oppressing others for extorting their money nor are they being oppressed by the loss incurred because they are getting back their money lent, the capital in full. {However, nowadays, the value of money fluctuates and the purchasing power of the money may or is no more the same as when the money was lent. Thus, it is all right if the borrower gave a reasonable extra payment to the lender so that he/she would not lose}).
Until we meet again in the next session, see all of You Quran Lovers soon, Insya Allah.
 Wassalamu alaikum w. w.
 Abdul Hamid Mohd Yusof Ali.
