Recitation 347.7

أعوذ بالله من الشيطان الرجيم
بسم الله الرحمن الرحيم 
ألسلام عليكم ورحمة الله وبركاته
Dear Quran Lovers,
In this modern time, we should not wait for the last minute to pay our Zakah. We should pay it early in order not to have wait in a long queue in the Islamic Religious Department. But now, the Zakah Collecting Department in Malaysia (for Malaysians) has opened many channels including on-line for us to pay Zakah.
Let us now continue to look into the Zakah Fitri:
 Who Must Pay The Zakah Firti?
  It is a duty of a Muslim who is a freeman who has one Shoo/2.748 litre = 2.172 kg or more foodstuff or money, more than his and his family's requirement for a day and a night. Such person is obligated to pay the Zakah Fitri for himself, and everyone in his care or responsibility, which includes his wive/s, children and servant, if any.
The Rate Of  Zakah Fitri:
The rate is One Sha/Shoo/a cubic measure = 2,748 litre = 2.172 kg. of wheat, date, raisin, powdered milk, rice, maize/Indian corn and so forth. Abu Hanifah allowed it to be paid in its value/money.
When The Zakah Fitri Could Be Paid?
The multitude of Ulama had agreeed that it should be paid at the end of the month of Ramadan. The last time for the payment be made is before Solat 'Id is performed. A child born on the 'Id day before Solat 'Idul Fitri is performed, must also be paid Zakah for it.
It is all right if we pay the Zakah Fitri during the month of Ramadan so that the people in charge of distributing the Zakah to the 8 categories of the poor and the needy have enough time to distribute it..
Those Who Have The Right To Receive The Zakah:
They are the same as those who can receive the Standard Zakah: They are (i) the poor, (ii) the needy, (iii) those employed to administer the funds/Zakah, (iv) those (new converts) whose hearts are to be reconciled, (v) to free the slaves including the forced prostitutes, (vi) to free the debtors, (vii) for the cause of Allah, (viii) for the wayfarers. (as mentioned in surah 9 At-Taubah, verse 60).
Can Zakah Fitri Be Given To Kafir Dzimmi/a free non-Muslim subject under the Muslim rule?
Az-Zuhri, Abu Hanifah, Muhammad, Ibnu Syubrumah allowed giving Zakah Fitri to Kafir Dzimmi. They based their opinions on what Allah s.w.t. say in verse 8, surah 60 Al-Mumtahanah, "Allah do not forbid you/Muslimin to be kind and just to those who do not made war on you because of religion  nor driven you out of your homes. Allah love just dealers".
